Some political intrigue / spy movie feel to parts of the plot make it more than just action
Keeps the staple Marvel movie humor

Feels less like filler than Cap 1
Recap scenes required for people who didn't watch the first can be a bit of a drag if you did
Spy/political plot of the movie isn't totally unpredictable
